MPO Staff

MPO Staff includes transportation planners, traffic modelers, demographers, urban designers and other planning professionals. Under the direction of the MPO Executive Director, the diverse skills of the staff ensure that transportation priorities are coordinated with land use and other comprehensive plans for Hillsborough County and the Tampa Bay region.

Transportation Modeling & Special Projects Team

Team Leader:  Joe Zambito
Staff:  Bud Whitehead, Roger Mathie, Wally Blain, AICP, 

The Transportation Modeling & Special Projects Team is responsible for forecasting future travel using population and employment projections based on the Future Land Use Plans of the various jurisdictions.  The team also maintains a database of roadway and travel characteristics for all major roadways in Hillsborough County, and generates maps based on these data.  Team members are responsible for the MPO's Congestion Management System (CMS), freight and goods movement planning, and Intelligent Transportation System (ITS) plans. Drawing on this and other information, the team updates related components of the Long Range Transportation Plan.  Also, the team annually updates the five-year Transportation Improvement Program (TIP)  and performs air quality analysis as required.

Transportation Planning & Programs Team

Staff:  Gena Torres, Lynn Merenda & Allison Yeh

The Transportation Planning & Programs Team prepares plans and studies of public transit, bicycling, pedestrian systems, livable roads, and transportation disadvantaged services, and conducts multi-modal planning in sub-areas and corridors.  Team members prepare the related components of the Long Range Transportation Plan (LRTP).  The team handles outreach and public involvement for the MPO, including The Mobility Focus newsletter, this web site, informational brochures, display tables, workshops, opinion surveys and other analyses of public input, and regular updates and evaluations of the MPO's Public Involvement Plan.  The team also annually updates the MPO's Unified Planning Work Program (UPWP) of federally-funded planning activities, and manages state and federal grants for the MPO.

Assisting both teams and supporting all functions of the MPO Board is Administrative Assistant Linda M. Ferraro.
