The TIP or Transportation Improvement Program, which identifies, prioritizes and allocates anticipated funding for the transportation improvements over the next 5 years, is updated annually.  It is not a wish list.  Rather, the TIP is the culmination of the planning process, the Long Range Transportation Plan (LRTP) and the Unified Planning Work Program (UPWP).  It represents a consensus among local, state and regional officials as to what tangible and funded transportation improvements to pursue in the short term for all modes of travel.  The TIP is the "short-range" component of the MPO's twenty-year Long Range Transportation Plan.

The TIP is updated annually, and the development process takes about 18 months. There are times when three versions of the document exist at once: a finalized, adopted document that is in effect, a nearly complete draft that will soon be adopted, and a list of candidate projects to be considered  for the next available funding year. Each finalized TIP lists five years' worth of projects, with updates generally adding another year's worth to the end of the program.

The TIP development process is broken into three phases.  During the first phase, a workshop is held to solicit project applications for two federal funding pots.  The Surface Transportation Program funds may be used for a variety of capital improvements, including highway lanes and pubilc transit centers. Transportation Enhancement funds are committed to the community, the environment, and aesthetic values.  Examples of previous enhancement projects include: landscaping; sidewalks; and bus shelters.  The project applications are reviewed for eligibility and prioritized.  The MPO adopts the priority list at a public hearing held in the fall.

The second phase in the development process involves transmittal of the MPO's priority list to the Florida Department of Transportation (FDOT) to be included in its five-year work program.  The priority list includes enhancement projects as well as major transportation projects funded with State and Federal funds.  After the FDOT five-year work program is approved, the TIP document can be written.

The final phase in the development process is the production of the TIP document.  The five-year work programs from each of the jurisdictions (Tampa, Plant City, Temple Terrace, and Hillsborough County) and transportation agencies (Aviation Authority, Expressway Authority, FDOT, Port, and HART) are collected into one document.  The TIP then becomes a comprehensive collection of all transportation-related projects taking place within Hillsborough County over the next five years.
