When Basic Transportation is Not Basic Anymore

Established by the MPO in 1990, the Transportation Disadvantaged Coordinating Board (TDCB) guides and coordinates local transportation services with the goal of improving quality of life for the elderly, those who have physical or mental disabilities, children at risk, and the economically disadvantaged.  The Ride Guide: Your Guide to Getting a Ride in Hillsborough County (click to download pdf) contains information about available services.  Alternative formats or hard copies of the Ride Guide are available upon request by contacting Allison Yeh at 813/273-3774 x351 or by emailing yeha@plancom.org.

Who are the Transportation Disadvantaged (TD)?

Those persons who are unable to transport themselves or are unable to purchase transportation due to physical or mental disability, income, status, age, or who are children at risk.  Therefore, the transportation disadvantaged are dependent upon others to obtain access to health care, employment, education, shopping, and other life sustaining activities. 

What is the Transportation Disadvantaged Coordinating Board (TDCB)?

Currently chaired by Councilman Tom Scott, when full, it is comprised of 18 members representing agencies and boards, citizens and a representative from the private transportation industry.  A sampling of the agencies represented includes Blind Services, Children and Families, Elder Affairs, public schools and Veteran's Affairs, among others.  The TDCB meets bi-monthly.  All meetings are listed on the MPO Calendar.  Sub-committees of the Board are:

  • Outreach and Awareness
  • Planning 

 

What is the purpose of the TDCB?

The TDCB is working toward assuring transportation for every citizen in Hillsborough County in need of it.  Established by the MPO in 1990, the TDCB is responsible for oversight and planning; making recommendations to the Community Transportation Coordinator (CTC); Transportation Disadvantaged Service Plan (TDSP) development, annual TD program evaluation; as well as making recommendations to the Board of County Commssioners (BOCC), the Metropolitan Planning Organization (MPO), the Florida Commission for the Transportation Disadvantaged (CTD) and our legislators.  The Annual CTC Evaluation and TDSP may be viewed in the Publications section of this site.

What is the Community Transportation Coordinator (CTC)?

The Community Transportation Coordinator  is the entity that ensures that transportation services funded through federal, state and local sources are coordinated with each other in Hillsborough County.  Since 1990, the Board of County Commissioners has been designated as the CTC, operating the Sunshine Line and a partially brokered system utilizing a combination of service providers.
