Increasing mobility and reducing traffic congestion are two key components of the MPO's planning process.  In many cases, highly traveled roadways cannot be improved by widening because of limited right-of-way, impact on adjacent properties or high costs.  So, alternatives must be examined.

To that end, the MPO's Congestion Management System (CMS) Development and Implementation Report was completed in 1997 and a working congestion management system was established.  The CMS identifies and measures the level of congestion on major roadways within Hillsborough County.  The Steering Committee, made up of local transportation experts, emergency operations personnel and law enforcement officials, selects the roadways that are to be analyzed.  The purpose was to identify relatively low cost improvements that could reduce congestion and increase mobility, such as additional turn lanes at intersections, traffic signal improvements and new sidewalks.

The MPO prepares a county-wide analysis and selects some corridors for more detailed study.  Recommended improvements include adding turn lanes, filling in sidewalk gaps, adding bike lanes and increasing the frequency of bus routes.  Recent documents available under Publications & Maps include:
